Further, for a caring government, it is imperative that the public servants practice empathy and compassion while interacting with the stakeholders, i.e. the citizens. This part of GS IV seeks to explore the values that make a government fair and people-friendly.

The first theme of the syllabus serves as an introduction to ethics. In this part, the student has to study the fundamentals of ethics, the major theories, and their application in situations of ethical dilemmas. The questions from this part can range from simple ‘what do you understand’ type to complex ones
